CHALLENGE

Although the EU directive on the support of victims of crime has been incorporated into Greek law since 2017 (Law 4478/2017), the access of victims of racist crimes to services and to protection status needs further strengthening. The Greek national legal framework requires the establishment of an effective referral mechanism by the competent authorities, for the coordination of the support system for victims of racist crimes, the mapping of services and actors at central, regional and local level as well as their inclusion in that mechanism. Following the successful drafting and implementation of the 1st National Action Plan against Racism and Intolerance (2020-2023), the Greek Ministry of Social Cohesion and Family Affairs will work together with the Greek National Commission for Human Rights (member of NCRI) and KMOP to prepare the ground for the drafting of the 2nd National Action Plan against Racism and Intolerance (2024-2027).

National Report on the Implementation of the 1st National Action Plan on Racism & Discrimination

A desk research that will be seconded by a survey of a diverse sample of 1,000 people (different age groups, genders, socio-economic background) and interviews with at least 10 key stakeholders, aims to provide the necessary information on the current state of affairs regarding the implementation of the 1st National Action Plan to combat racism and intolerance. The data collected will be analysed in the National Report highlighting main areas for capacity improvement and gaps that need to be filled and will fuel the drafting process of the 2nd National Action Plan against Racism and Intolerance.

Drafting of the zero Draft of the 2nd National Action Plan against Racism and Intolerance

Taking into consideration the National Report on the current conditions, the meetings from the consultation workshops with key stakeholders, the technical preparation through the expertise provided and the input by the Ministries / Institutions, the Ministry of Social Cohesion and Family will draft the zero draft of the 2nd National Action Plan against Racism and Intolerance.

Platform to address under-reporting and promote access to services for victims

Victims, survivors, or individuals at risk—especially those from marginalized or oppressed groups who are often targeted due to their (perceived) identity (e.g., LGBTQI+, migrants, etc.)—will be able to access a platform designed to provide essential information.

The platform will include:
a) details about available services, and
b) information about their rights.

It will be available online in 10 languages: Greek, English, French, Arabic, Farsi/Dari, Pashto, Urdu, Turkish, Ukrainian, and Albanian, ensuring accessibility for a wide audience.

The campaign aims to raise awareness among the general public and stakeholders about the importance of equality. It will specifically address various target groups and communities that experience discrimination and racism, ensuring their inclusion in the campaign’s messaging.
